Majlis Ugama Islam Singapura

Majlis Ugama Islam Singapura (MUIS), also known as the Islamic Religious Council of Singapore, is the highest Islamic authority in-charge of Muslim affairs in Singapore.

MUIS was established as a statutory board in 1968, when the Administration of Muslim Law Act (AMLA) came into effect. Muis is to advise the President of Singapore on all matters relating to Islam in Singapore.

MUIS are vested with the powers to act as the sole authority to administer and regulate Halal certification in Singapore.

MUIS Halal Certifications

With effect from 31 Mar 2024, all Halal Foundation and Training certificates obtained before 2015 will no longer be valid. Certificates obtained between Jan 2016 - Mar 2023 will no longer be valid by end 2024.

HCA Exams

Halal Leaders and Halal Assurance Officers at MUIS Halal certified establishments need to obtain HCA certificates, which will be valid for 5 years. Those who are competent and ready may sit for HCA.

Halal Certification Training

SG Halal Academy provides Halal training and revision courses to train Halal Applicants to understand MUIS Halal Certification Conditions before sitting for the mandatory Halal Competency Assessments - HCA.

AMLA Section 88 (5)

Any person who, without the approval of the Majlis a) issues a Halal certificate in relation to any product, service or activity; or b) uses any specified Halal certification mark or any colourable imitation thereof, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 12 months or both

MUIS issues 7 different types of Halal certification schemes. An Applicant need to ensure that they have meet all MUIS Halal requirements before submitting the official Halal application. The Halal application need to be submitted via the Go Business portal, under the Ministry of Trade & Industry (MTI) License One portal.
Yes, an Applicant need to employ at least 2 Muslim staff (3 for Food Preparation Area scheme). They can be full-timer or part-timer.
At least, the Halal Leader and the Halal Assurance Officer need to pass the Halal Competency Assessment (HCA). Before taking the HCA, the participants can attend Halal Course & Training at SG Halal Academy or The Halal Certification Training conducted by Warees Halal. Please refer to our various courses available and the schedule our academy provides.
The Halal Training Course By SG Halal Academy is $240. The MUIS HCA Fees is $136.25 ($125 + 9% GST)
